I'm having the same problem. We bought a house about a month ago, since then, we've had one tropical storm and a bunch of rainy days. Ours goes off every 30 seconds during and two days after a rain storm, then at least once every 5 minutes afterwards. Our property sits lower than our neighbors, the entire left side of the block slopes down towards our yard. On top of that, there is a creek two yards away (behind the house) fed by a spring. So we are either getting run-off from our neighbors from all the rain this summer in NJ, or it's ground water. What's confusing is that no one in our neighbor hood noticed before three months ago. How would my neighbors know? Because there is a pipe running from the sub-pump in the basement to the front lawn. From there it dumps so much water down the front lawn that our sidewalk has had constantly running stream 40 feet long that eventually finds it way into the gutter.
