boiler prv poping

hello in my church we have a small boiler about 65000btu hot water heat with circulating pump and an expansion tank. we have installed a new pressure reducing valve and pop off valve. we have had a hard time seeing when the pop off is tripping and the hvac people keep saying they need to see it when it happens.i work on gas ovens and steamers most restraunt equipment, but i am not familiar with expansion tanks, i was wondering there is air vent on the expansion tank and it is pretty rusty, should there be air coming out this valve or water, right now it is water and should this breather valve be letting air in I have noticed the pressure guage is reading 25psi and it is a 30psi pop valve a little close to me and the burner is still coming on, this tell me pressure problem not temp since the high limit never trips, any tips would gladly appreciate it
