it would seem to me that you need somesort of vapor barrier, sleepers and a sub floor of plywood

the vapor barrier to keep miasoture sealed out, the sleepers to raise the plywood off the cement slab

should be fine after thast

standard building prqctice, why was it not done like this origanally is beyond me
