painting over paneling!

Me and my fiance have just purchased a new house that was built in the 80's, ever room except for the back two rooms have been done in drywall. The back two rooms have paneling and border and have been painted. How can I remove the border and repaint the walls? I don't know what kind of primer I would need on the walls but I heard that kilz was very good. I also heard that i could use vinegar and water to remove the wall border. But what part vinegar? The border was self adhesive.
