I have a window that was first painted with oils (3 coats) sanded between coats using 1000 grade steel wood. I want to paint over this with a primer and semi-gloss latex. Can I do this? Do I need to sand it before. (note: I have just sealed the seams with a petroleum based cocking sealant) What should I do?
