Foundaton Blunder?

I was hoping to get some information about foundations. My contractor built our house from scratch. Where the house rests on the foundation, (the support beams) the cement has been channeled out (the cement doesnt directly touch the support beams) and there are pieces of slate stacked between the gap as shims. This doesnt look right and it doesnt look safe. Furthermore, some of the "shims" form a tight wedge and some dont. (the slate shims are loose) My GC said this is normal practice but I am not sure.
