Paneling

The wallpaper border can be removed with maybe one part vinegar to four of water, or use DIF remover concentrate. It may be a little tough to get off, but let the solution work a bit and keep the border wet with it.
If the paneling has been painted once, and if the paint is not peeling off, just paint over it. If it was painted with latex flat paint, no need to prme. If it was painted with oil enamel and you want to use latex flat, you will need to prime first with Zinsser's Cover Stain. Wipe down just before priming with liquid deglosser to improve adhesion.
