crackling in hot water heater

just bought 15-yr. old house, oil-fired water heater (not sure of age) makes sound like popcorn popping when burner comes on; sound actually louder through house, especially at faucets, than it is next to the heater. sound dies off 5 seconds or so after burner shuts done. Is this normal? serious problem? can I fix or need expert?
