Earth sloping away from the house, rain spouts, and drainage around the house are the most important. Next is controlling the %RH in the basement. Keep the %RH below 50%RH to prevent mold growth. Basements with these problems require heavy duty dehumidifiers instead of residential units. Check for Santa Fe on web. These are units that can remove 100 pints a day and use less energy than residential units.
