Delaminating formica

We ordered Formica countertops and are in the process of installing them, but I noticed a puffy section along the rolled Euro edge where the glue did not stick. They were in our garage for a week while we finished the base cabinet needed to set the two pieces on. Is this factory error? Surely it's not normal.
