Could be a couple of things, one is the heat sensor on the heat exchanger is out of adjustment. that switch keeps the fan off at first to prevent cold drafts. You can bypass this by setting the fan to "on". If that doesn't work then the fan motor's overload cutout is tripping and you need a new motor.
