Have your brother try a salvage yard. Maybe they have some or know of someone/someplace that does.
Any fiber-cement shingle will do for now that closely matches what he has. I know it won't look right but unless he wants to re-do the roof (as you mention he doesn't want to), forget about looks (in a worst case scenario). At least the roof won't leak. I don't have any other ideas.
