Waterproofing basement walls

Hi, Would you recommend waterproofing our basement walls before insulating etc. I've been told yes with two coats at least and I've been told not necessary as the walls are above ground. I'm very confused about this as I want to do this project once and only once but we need to do it correctly. Thanks Barbara
