......The Black wire is always HOT.....as you already discovered..........
......The Red wire is (probably) the switched wire.....Connect the light using the Red to the FixtureBlack ....and the Two whites connected together....And grounds if available.......
Securely wirenut the unused Blackceilingwire.....and carefully tuck it in the box........
The ceiling is (pre)wired for an always on ceiling fan(for use with a remote or pullchain)...... and it's switched light kit...........
