I live in the country and we have LOTS of skunks. The dog barks, and the skunks run away as fast as it can. Yes, if the dog was not kept behind a fence and could chase down the skunk, then you could have a problem. Only a rabid skunk would dare stand up to a dog. Otherwise, they do not want to be anywhere near a dog.
