Regrouting tile shower floor

Our house is only 3 years old, but the grout in the shower already needs replacing in places, specifically around the drain in the center of the floor and around the edge of the shower where the wall meets the floor. We let the shower dry for a few days, and then my husband and I added a pre-mixed grout to the problem spots and let it cure for 2 weeks. We then added a sealant, which we let dry for 2 days. I should note that we didn't remove the old grout in all the places we added the grout, although the old grout was removed from the more problematic places. Unfortunatley, after only 3 showers, the grout washed right off. In fact, it almost seemed water soluble rather than water proof. Does it sound like we bought the wrong product or did we do something wrong during installation? On an aside, are we going to need to be constantly regrouting our shower on a 3-year basis?
