plasterin block walls

What do you mean by "batten the walls out fix fiberglass between the battens and then fix plasterboard to the batten"? Also, what is plasterboard. We are buying an Earth House (main living area is in the basement area). The whole house, above ground and below ground, is a block house but with what looks like drywall on the block and stucco on the outside. Any suggestions? Thanks,
