Sub floor in basement

I am Redoing my basement. Presently is cocrete. Want to put subfloor in. I am thinking of using 1 x 3 strapping
And putting styrafoam insulation in between. Is this the proper way? Do I also use polyethylene as vapor barrier. Will cover all with 3/4
4 X 8 T&G? Any suggestions would help. Thanks
