Im not an electrician, but I've had similar experience in my house, its a old house with dirt and dry stone wall cellar. Very damp. My breakers would seize, probably corroded, in the closed position, so when you open one to work on a circuit it would still be charged. Sounds like thats whats going on with your panel. Since your HW breaker can't trip, it trips the main.
