Banging Pipes

I also live in an apartment that has very loud, noisy banging pipes. The new landlord refuses to take care of the problem (call in a plumber or boiler person - doesn't require replacing all the old pipes) but the former managements of the building always took care of this problem.
Isn't the landlord responsible for taking care of this problem?
