I moved in to a mobile home that was covered in cigarette smoke and nicotine deposits. The paper coated walls turned out to be a big hassle. I cleaned the walls but couldnt get rid of the odor. I painted the walls but the paint just peeled off. I had some holes that needed to be repaired but after repairng and painting you could still tell I had done something to the walls. So through trial and error here is what I did that seems to be working. I used joint compound to fill in holes. Then I sanded the entire wall just enough to rough it up. I used the Kilz premium primer on all but one wall and original Kilz on the last wall. I then painted with an oil based paint. Both types of primer work pretty equally and so far the paint isnt peeling and you cant tell that I had repaired a hole. I did cover the seems in another room using joint compound and drywall tape.
