Given you have a 1" gap between the brick and the sheathing, it is possible that gap is an intentional gap for water drainage.
Given I do not know the age of the dwelling, nor any other specifics of the wall, I can't be sure, but that gap sounds like a gap that is there for moisture.
Do NOT fill it with foam without professional advice.
