Cold interior walls...

We have a stucco home built in the early 1900's. The interior walls that are part of the exterior portion of the house feel cold. Is this normal or iis it just lacking insulation?

We are planning to have the house restuccoed this spring. Is there anyway they can put some sort of insulation up before they restucco? Not for this question to sound crazy, but is there a type of insulated stucco material that can be used?
