condensation on inside of windows

We built our house, 1 year ago.While building we had a lot of rain on the foundation. we installed argon gas windows.We thought after the first winter, we wouldn`t have this problem, but our windows are still a problem. We have tried a dehumidifier, in the basement and also in the main living quarters.Our heating contractor has suggested an air exchanger system,might work.What are your suggestions?
