Areobic systems

Hi I have a dumb question to ask... What is an aerobic system? I just recently got a house months ago and recently I've been having it clogged. A technician says that if I'm not to careful I will need to replace the motor soon. My question is a bought a playground for my kids months ago. It's a wooden playground by Rainbow playstations. I put the playground on top of where the water system lies. Does this effect the aerobic system? Also, water goes up on the sand where the playground is at I was wondering is the water that comes up on the sand is that good water or is that dirty water? My kids play there so I want them to be safe and healthy. Thanks, Cid
