Jesse, this drain that is on one side of the house seems to go to somewhere. Also is one side of the house into a hill? If you install the new drain start back from the opening of the old drain dig around to the walls and go straight to the center where that fountain is. Dig 14 inches down fill with 4 inches crushed stone[3/4 inch] set the swiss pipe fill that with the stone to a depth of 3 inches then paint the cement on top. See if that will get the water off the floor. Also is any part of the land around your house lower than the cellar floor. If so look for a possible outlet to that drain.Let me know how you make out.
