sound is transfered thru solid things like studs, cinderblocks, steel, drywall, plaster, subfloors
depending on the dergree of silence your interestred ,this could be quite a project both in cost and engeering
is a matter of isolating hard contecting surfaces.
i would recomend you reading s few books on the subject you can find in the home improvement section of your local library also doing internet searches on lets say google or similar
its such a braod subject, you must take upon your self to reasearch and then when you have isolated down to actual physical acts, like adding thick pile carpet, drapes, or isolating a drywall wall, expansion jointing a common existing floor then you can post here for thoes physical questions
your having to lay your ears on walls, floors, ceilings in an attempt to figure where most of the noise is from , then decide thru your research how to address that sound
your wanting to research so you know whats involved and not wasteing your time and money insulating a wall when the sound is really comeing along a common floor
