Is it cheaper to paint a plywood floor than to put down new hardwood flooring?

We're ripping up carpeting in a cottage and thought painting the plywood floor might be cheaper than hardwood. We saw a floor painted white with colored specs in it. Any idea on how this was done and what kinds of product to use ont he floor?
