The best way to install ceramic tile over lenoleum is to remove the plastic layer first,leaving the paper underground then cut out all air pockets. Then all glues or thin set morters will work just fine. In fact there are structural advantages to this method, in that it protects from cracks in the concrete. Noe could simply sit right over the lenoleum without removing the plastic first but the contact between the two surfaces would not be as stable.
Cutting out air bubbles is a must.
