Is it illegal to have asbestos removed by a contarctor that is not certified if you are renting a home out to a family in missouri?

If asbestos is now airborn through out the home is the landlord responsable to replace/clean our home and belongings?

I have a five week old baby, what precautions should I take before taking my baby back inside the home?
