Because the asbestos siding is prohibited from manufacture, import processing, and distribution in commerce (sales), it is very rare to find anyone willing to sell it even as a replacement. Almost no one is willing to risk legal action to sell asbestos containing materials and there is no provision for providing any further phase-out out.

GAF manufactures WeatherSide Shingles as a non-asbestos replacement. You can see examples of patterns and find vendors on this site:

Patching and spray painting (airless) is a good way to seal the existing asbestos material and restore appearance. If the siding has deteriorated to the point of missing or numerous broken pieces, your will need to repair or replace siding. DIY removal or repair is possible, and is not generally regulated (except for waste disposal) when performed by homeowners. However this option depends on becomming educated concerning hazard mitigation measures waste disposal procedurs and personal protection. If performed by a contractor, removal must be by licensed asbestos abatement contractor and will be costly, but if you find the replacement materials and locate them to the site, your costs will be minimized.
