gas flu drafting problem

This boiler has always been a little rumbly.I have the air bands all the way open and the barometric draft is weighted to give it maximum combustion. It still rumbles and sounds like it is starved for air and as a result of the draft is negative .15 and my efficency is horrible. how can I slow my draft down to .06 or so and also reduce the rumbling noise? Any help or friendly discusion would be great. Thanks J.D.Dickson
