You have some kind of moisture under there. Is it a crawl? Most crawls are moist. There should be a layer of tar-paper over the dirt to keep moisture down. A skim coat of concrete is the best. Either way, make sure your gutter sytem drains away from the house so moisture cannot seep below your house. You would need "drying fans" to teporarily dry it out.
