Most important is priming first. I would power sand lightly to cut the gloss and prime with Zinsser's Cover Stain (oil). Then paint with latex flat paint because it does not reflect and thereby tends to hide imperfections.
If you think you son will make hand prints on the walls, use a latex enamel with a flat sheen because it is more washable.
