asbestoes siding

We just bought a house that has asbestoes siding on it. We want to put up vinyl siding. We understand that asbestoes is some bad stuff to remove. We have thought about putting the vinyl over top of it and using it as a extra heat bearer but would really like to get rid of it all together. Can we remove it if we keep the siding watered down to prevent dust? And if we leave it on we have found how easy the asbestoes siding will crack and fall apart with age...we are afraid if we leave it on it will fall apart once we start putting the vinyl on. I need help in deciding what to do and what is safe without spending alot of money bringing a special team to remove the asbsetoes. Thanks
