This question is asked alot here.

You can go over it if you install a layer of insulation over it. 3/8" fan fold, for example. This will hold the asbestos against the wall.

If you want to remove it talk to your local Inspection/Health Department for instructions.

I would just give it a good coat of paint and be creative!
