Vinyl wallpaper is not a suitable substrate for painting or plastering. It is impervious and will result in poor adhesion. Strip the wallpaper and apply your plaster over drywall primed with a PVA latex or other suitable primer. Tinting primer to a color similar to your plaster coat will be beneficial. Cannot be applied on gloss or vinyl. You would regret the shortcut.
