Soft, wet driveway

We were advised to wait until spring to put gravel on our lane to allow the rocks to work into the dirt before it froze. We put on 7 loads of fine gravel because the lane has been here for a very long time. This worked on about half of the lane and when it stays dry, it looks like concrete, however, when we get any significant amount of rain, the other half turns to the consistancy of WET cement and we end up with very large ruts. We've been advised to just keep putting on the same size, but also been told to put on "9"s or "10"s. We don't want to put anything too large on it, but it seems to be 'soupy' the way it is right now. Any advice on what size to put on and how thick?
