Yes, it can be normal. Rainfall is only one factor affecting groundwater elevation, the soil strata in your area actually has a great impact. That being said, other than seasonal fluccuations, the groundwater characteristics should be fairly stable. So if you have lived in your house for 12 years and the pump runs a only couple times a year, and now suddenly runs constantly, I'd look a little further.
Is there any new major construction in your neighborhood, did you change anything about your house gutter system, maybe your municipal water service is broken just outside your foundation and your footing drains are picking up the water.
If you recently moved in, this could be a normal seasonal fluccuation. Ask a nearby neighbor, or if you have a saavy and helpful town planning dept or town sanitarian they may actually know. Was this post helpful? Yes: or No:
