Seepage into home at foundation

I have recently renovated my garage(brick on poured concrete slab)and, during the renovation, there was a VERY heavy rain. During the rainstorm, we noted some seepage along the concrete floor at the foundation, which dreied up very quickly. It was confined to one small area. I have checked the entire garage area numerous times and have not seen water anywhere else. We inspected and noted that - at that area - the ground was virtually even with the brick ledge. Also, the gutters have been removed and are being replaced. So, I am thinking it's just a little seepage from soil moisture. We think that the replacement of the gutters, re-sloping of the ground in this area, and the addition of a french drain system will likely cure the problem. However, it was suggested (not by a landscape professional)that we build a concrete "barrier" next to our foundation that rises higher than our current brick ledge and then slopes to the center and runs off to the street. I'm not sure about this. Any advice?
