If it were me, I'd go with the gutters and ground regrading. See what happens. If you find you need more water control, add the french drain. The concrete barrier sounds like an extreme version of a swale, which would do little more than the french drain, but cost more and look less natural. However, without seeing the site layout I couldn't rule it out, just make it a last resort. Was this post helpful? Yes: or No:
