Christina, you indicated the ground was/is at the brick ledge. Typicaly the brick ledge is lower than the finished floor. I assume in your application the brick is placed on the same elevation as finished floor? Where are the weep holes located? Your remidies would be inline with the problems you indicate. Agree withe Harry on barrier.
