condesation on brand new windows

we had our windows replaced in may of 2003. we had condesation on our windows before they were replaced and we still do even with the new windows. we bought a hygrometer to measure the humidity in our home and it reads 38% with the outside temp being 4 above zero. we had a representive out to look at the windows and he told us we might have excess humidity. it doesn,t do it on all the windows, we have very little in the basement and quite a bit on bedrooms. we have a window above the kitchen sink and that never has condesation on it. all the windows have low e glass and they are supposadly filled with argon gas. I don,t know what the ideal humidity level should be. How do we fix this problem and if this is a product problem how do we go about fixing it?
