Bathroom odor (even after it's been scrubbed)

I have tried every cleaner on the market. there is a very fishy odor in one of my bathrooms. We had mildew on the ceiling and I used Lysol pure concentrate to get it off. The ventilation is adequate, yet it seems like it's just in the air...even immediately after scrubbing. What can I do?
