Removing Clothes Poles

Most common installation is a hole in the 1x3 or 1x4 supporting the shelf, on each end. You can remove one of the shelf supports, but that will mess up the wall and will have to be replaced to support the shelf.
I don't recommend that. Instead take a saw to the rod.
To put it in another location, get a rod support kit. This is two round brackets, either wood or plastic, with screws to fasten in place. One of the brackets will be notched so you can set the rod in place. A neat addition is to get white plastic covers for the rod at a home center. These just snap around the rod to give a neat appearance. The nice part of that is that wire coat hangers don't mark the plastic.
