Chimney smoking down stairs

We have two fireplaces in our home. When we have a fire upstairs sometimes smoke will be drawn to the downstairs fireplace. They use the same chimney but have seperate flues. Why would the downstairs draw the smoke? What can we do to prevent this. By the way the damper is closed in the downstairs fireplace.
