I believe someone suggested using an old rag or a wad of newspaper of paper bag stuffed into the base of the broken bulb and unscrewing it...BUT PLEASE make sure POWER is off first. I personally have had some success with a pair of needle nose pliers and grabbing the bottom edge of the bulb base and bending the soft metal base such that you can get some leverage and unscrew it holding it with the needle nose pliers...but be careful because some of the glass from the bulb may still be present as you unscrew the remains of the bulb.
