When the entire panel begins to flash it means it is time to change the battery. I've never seen a 'filter' on mine.

This thermostat is made to heat the house 2 degrees over what you set the temp to. Then it cuts off. I've never seen mine wait until it was 2 degrees below the temp setting to come on though.
