is there anything furniture that may scratch up wall, like chairs? then put the rail at height to prevent the chairs from rubbing paint

otherwise its up to you , anythere from 30-48 inches should work

i would paint walls first, use tape for line then paint rail on saw horses(or stain and finish) , then shoot up the rail after the painting

this way you dont have to cut in the rail by hand. will have nice lines and dont worry about splatter from roller
