Lean on property

I had a contractor work on our bathroom and his cost came in at double his estimate. In the contract he was suppose to bill us weekly and never did so we were unaware him going over until it was too late. We met and discussed the bill and he stated to "do what we have to do and we could make $10 payment/month if need be." Needless to say we have paid a significant amount more and he still has proceeded to put a lean on our property for $1900. What does this mean and how do I correct this issue?
